BOP Manager Bonuses

I think we need a thread for BOP manager bonuses. Just a place to post them for those who take the time to get that information via FOIA request.

In fact, one of you retirees could express your love for BOP managers and become a "Master Administrator Bonus FOIA Requestor." It's a fine title that I just created. Sounds really cool and bureaucratic! Maybe Cory will create a flashy logo to go with it.

almost $8,000 in the time of huge budget cutbacks. must have been almost as good as the wardens leavenworth have had. he's a true BOP god.

I never had the pleasure of meeting ol' Joe. But, I've got an earful from people who have over the past three years or so.

Here's an example of what I'm talking about:

FROM: Joseph Scibana, Warden

SUBJECT: Warden’s General Staff Recall


This is to inform you the union’s behavior during the last three recall meetings is unacceptable. Although the local supplemental agreement affords the union an opportunity to speak at recall, further abuses may result in the loss or restriction of this privilege.

During the last three recalls, union representatives engaged in negative, derogatory and demeaning language toward management and acted unprofessionally. The union’s aggressive demeanor has created a hostile environment at recall, which is negatively impacting all staff. Although these incidents appear to be misplaced attempts at “robust” negotiation, they are inappropriate and must stop.

Specifically, you advised line-staff to keep tabs on supervisors who “fall in step” with the administration and said the union would “deal” with these supervisors. You stated that Executive Staff are “migrant workers” who are just passing through to collect a paycheck. You claim you do not recognize Executive Staff authority and said, “I’m telling you to respect the Warden’s house” pointing to the Warden’s residence, “but this is our house and they will respect our house,” pointing toward the institution.

Recently, you told an inappropriate joke with religious and sexual overtones offending many staff. At the most recent recall, union e-board members interrupted the meeting by directing a barrage of accusations and questions aimed at specific Executive Staff members that were interrogative, harassing, and argumentative in nature.

These incidents create a hostile environment, encourage disrespect for authority, hurt morale, and are simply counterproductive. You are reminded that recall is intended to provide staff with information, an opportunity to ask constructive questions, and to recognize our staff. Your behavior has made recall unpleasant for all, including those staff being recognized for their outstanding contributions and achievements.
The Labor and Management Relations (LMR) and local union meetings are the appropriate forums in which to discuss union concerns and/or disagreements with executive staff decisions. Accordingly, I am directing the union’s practice of aggressive and disrespectful behavior during the staff recall meeting be discontinued. Any further occurrences of this type of behavior will result in the loss or restriction of the union’s participation privilege.

Well, I was hoping someone would ask.

I don't know much about FOIA requests, except that they are damned hard to deny under the law--or so I've read. One of these days--probably a day very near, I'll have to do one. But, I haven't yet. But, I do know that the BOP makes it very easy to begin by providing these nice web pages right here:
