Searching & Detaining Non-Inmates

As some of you know, the BOP is proposing a new program statement on searching and detaining non-inmates. Ibesarcasm was so kind as to provide the union's proposal to counter the ignorance of the people who run this agency. Now if he can just get a hold of the actual proposed program statement.

The first half may seem a bit picky to some who are unfamiliar with the agency. But the second half is pure gold. It is the union's attempt to negotiate the agency into providing real training to BOP staff and to foster an atmosphere of law enforcement professionalism.

The attached .zip file contains the proposal in both MS Word and WordPerfect formats.

I applaud the Union in this effort. I am assuming that this is in the final stages and will be signed off on as written. The Union needs to push this as written.

I doubt that it's that far in the process. I forsee this one being like the uniform issue--it will drag on for years. Quite simply, agency managers do not want us to be true professionals, because then they too would have to become true professionals instead of Machiavellian courtiers.

It's a done deal. See the attached, which is available at BOP: Federal Bureau of Prisons Web Site .

Pay close attention to the definitions. In the context of the program statement the term "Visitor" applies to every person on BOP prison grounds except inmates who are in BOP custody.

As you'll see, random vehicle searches are authorized.

I see where it states that it provides for guidance for searches on staff, but I don't see where it actually says anything else. It constantly refers to visitors and occasionally volunteers/contractors. Did I miss something?

How about the Unions proposals concerning letting us use our personel weapon to make an arrest and updating the training at Glynco to teach staff how to properly make an arrest.
