Paying overtime is cheaper by far than hiring more employees. No health insurance premiums, no retirement and Thrift contributions. And overtime can be stopped when it's not needed. Employees are much harder to get rid of.

If it weren't for the union's effectiveness in negotiations, the BOP would force us all to work several doubles a week or 12 hour shifts. It would save money.
