Same Here Copboy. Execpt mine was Kathleen Hawk-Sawyer. She visited both FCI Forrest City and FCI Ray Brook. The compound was wide open with moves. She went into every building. I was her escort opening the doors. SO I have to say I have seen a director walk the open compound.

Re: Correctional officer killed at USP-Atwater

And anyone who has met the Director knows he is as down to earth as it gets. Alot of finger pointing has gone the Director's way. I hope everyone does not believe for a second that he does not care about staff. Anyone who knows him will tell you he has said many times that his worst nightmare would be the loss of an officer on his watch. Those are his words. Has anyone thought about what he has gone through losing an officer while he is the Director? I am not saying he is perfect, but who is. Can you imagine being the Director or RD and getting that phone call?

The director might be a down to earth person but I would not trust him to protect my life. If you remember he LIED to congress about the funding he had and/or needed.... then he had to go back and for a emergency funding request... Because he didn't have enough funds to make it through the fiscal year. And he might have to cut back the SES Staff bonuses. Stop the SES bonuses and fully fund Custody.

I've heard that he's a very down to earth individual, however, do some research on their bonuses. How is it that every year we give BACK money? How is it that Wardens on the local levels get bonuses, sometimes in the 5 figures, when they return money to Central Office? He may be down to earth, however, maybe he should be more Stalinesque with Congress and get us the equipment we need to do our jobs and get home at night.

I can imagine being both these guys getting phone calls from Bryan Lowry and Phil Glover, and hearing them b*tch and moan about staff safety, and funding, and staffing and blah, blah, blah. I can even hear his answer to them, the prisons are not unsafe, we do not need more staffing, nothing is going to happen. Oh and by the way, my SES award, no longer bonuses, is $56,000 this year because I was able to return 82 million dollars to Congress. And besides, even if something does happen, you know it will be an isolated incident!

So although he may have said that, actions sometimes speak louder than words.

And when they walk an open compound, it is usualy with more staff than is assigned to E/W or M/W.

You can bet your sweet A$$ that the day he shows up ALL the freakin floors are gleaming, the paint is still wet on EVERYTHING. And the "chosen" institution will be staffed to the hilt, for THAT day anyhow.

Once he pulls out of the parking lot, it is business as usual...

You won't see him asking the warden, AW's or anyone else. How is your staffing. What do you need? How can I help with your institution. I want to hear your problems - not your bs everything is hunky dory...

Tell me what your concerns are, you will NEVER hear him as line officers. What are the problems with this institution, how can we improve it?

The last time I was at work, and the RD was coming through, I got all excited. I was working the unit that he always does his walk through of. Well, when they AW asked the Captain who was working the unit, and they found out it was me, they went to a totally different building to do the walk through. A lot of it has to do with the Warden making rounds on e/w a while back. My wing partner and I trapped the warden in our office and blocked the door. Needless to say, he got an ear full, and was not happy about it. To my defense, he did ask us if we had ANY concerns that we wanted to address with him.

Yeah but he will shake your hand

The RD and the Director are clueless.

Their escorts take them to all of the out of the way places that dont have disgruntled inmates or staff.

They are steered to select places. Housing units like those filled with happy well paid Unicor workers, then they are quickly escorted back to the Admin Bldg.....

If the escort is good enough (Capt/AWs etc) they are quickly ushered away giving staff litle chance to talk or shake hands with the rock star ....I meant RD/Director

Eye contact is forbidden "Dont look into the eyes of the director" .

Ive seen this done a few times with Lappin, and MXR RD White....

Re: Correctional officer killed at USP-Atwater

We have always been just numbers to the BOP, irregardless if some people think Lappin is a "nice guy" he knows whats up with staffing. A better staff to inmate ratio? BS !

Officials with the Bureau of Prisons have said USP Atwater actually has a better staff-to-inmate ratio than most comparable federal facilities: The systemwide average for similar federal prisons is about one staff person for every five prisoners, compared to a 1-to-4 ratio at the Atwater facility.

Union officials argue that staffing across the federal prison system is drastically inadequate, and correctional officers at USP Atwater said the 1-to-4 figure is misleading.

"If you divide the total number of people who work there by the total number of inmates, it probably comes out to 1-to-4, and that doesn't sound too bad," the officer who started about a year ago said. "But that includes every employee — from the secretaries to the dental technicians. And not all the staff are there for every shift, obviously. The inmates are. ... After 4 p.m., it's a skeleton crew."
