OFFICER DOWN - Let Officers Carry Protection

Originally Submitted by WWAY on 6 August 2008 - 7:52am

Investigators say a New Hanover County Detention Officer has died from her injuries suffered during an early-morning shooting.

The New Hanover County Sheriff's says 27-year-old Tarica Ann Pulliam was ambushed outside her home on Briarcliff Circle around 5:15 a.m. Deputies say she was shot several times and was taken to New Hanover Regional Medical Center, where she later died.

Investigators are searching for 30-year-old Anthony Antwand Bowen, who they say is a person of interest in the case. Bowen is described as a light-skinned black male.

The Sheriff's Office says it is treating this as a high priority case, because the victim is one of their own. Pulliam has worked for the county for two years.

Anyone with information should call the New Hanover County Sheriff's Office at (910) 798-4200.

Re: OFFICER DOWN - Let Officers Carry Protection

Most Detention Officers in the state AREN'T covered by LEOSA because most are not firearms certified, even though the Sheriff counts his Detention Officers as Deputies under his official tally of officers. In reality, they are second class deputies in his ranks. Only two counties in North Carolina I know of have firearms certified D/Os, Wake & Mecklinburg. Not even the notorious Durham county with all its problems certifies their officers for firearms. Another way to save money for the counties, I guess. Another reason I became a C/O, not a D/O. though Wake county is looking good right now being firearms certified.

Re: OFFICER DOWN - Let Officers Carry Protection

I don't like this latest trend.....A L.A. County officer was just ambushed this week when he walked out to his vehicle and was gunned down.

In 2003 a Shelby co. "Deputy Jailer" was ambushed and killed outside his home as he left for work.

Joe Public has no clue the risks we take just going to work and babysitting these scum! You try to do your job by policy.....some Gang-Banging Shot caller gets mad at you....all he has to do is call his peeps on the outside and set up an ambush on you.....Or your FAMILY! (thats happend too....in L.A. I think. A/B POS Gunned down an officers little girl)

I guess if I piss-off the wrong thug at work, I'll have to dig out my old, nasty ballistic vest I never returned to the Sheriff when I left, and start wearing it when I leave the house!!!!!

We should all be given WITSEC protection after retirement. Send me to Europe somewhere where the alcohol tastes better and the women don't play so hard to get. I want to live in Switzerland where IT'S REQUIRED that all males over 18 own a fully automatic machine gun or sub-machine gun and a bicycle!!! NICE!!!!

Plus the scenery there is quite lovely. Been there twice for skiing trips when I was stationed overseas in the military. The landscape has nice peaks as do the womens chests!!!!

Here is a copy of the e mail I just sent to Christine Kennedy at WITN here in Greenville. I've also included her e mail, I ask everyone concerned to forward her, or your own local media a email. Maybe we can get some action.

We have 3 prisons in Greene County employing approx 500 Correctional Officers to supervise over 2,000 inmates. Most of these inmates will eventually be released, many of them locally. The area where I live was once a nice area, however after the flood it has gone down hill. I know of two former inmates living within a rocks throw from my front door, and I'm sure there are many more I am unaware of. I am routinely the victim of harassment. From my yard I've picked up numerous beer and wine bottles, huge chunks of asphalt, broken table legs, even a vacuum cleaner and a bicycle with no wheels, that means they carried it from where ever they had it just to chuck it out in my yard. I've had gang signs spray painted on the street in front of my house, my truck broken into and vandalized, and just last night the tires on my wife's car were slashed.

For the past two years I have contacted all my State and Federal representatives, the State and Federal Attorney General's Office and the DOC Legal Dept. attempting to get an answer regarding the Law Enforcement Officer's Safety Act of 2004 (LEOSA). According to this Federal Law "qualified" law enforcement officers are authorized to carry a concealed weapon anywhere in the country without a permit. In order to be considered as a qualified law enforcement officer you must meet certain criteria, NCDOC Officers meet all these criteria except one. The law says you must have "statutory powers of arrest" NC DOC Officers have only one, the arrest of an escaped inmate. I am unsure if this one sole arrest power is enough to qualify us under LEOSA. The only response I have received from any of the State and Federal officials I have contacted is from the NC Attorney General's Office who only said they could not interpret Federal Law. It would be very sad if NC officers are not covered under this law considering one of the examples cited as a need for this law was that of an NC Correctional Officer who was beat to death by two former inmates from the prison he worked at.

Perhaps if you folk at WITN get involved I can finally get a yes or no answer to this question. At the very least it would be nice to see a positive story regarding Correctional Officers. We usually only hit the news when a staff member has been arrested, or we have an escape.

Edit:
It appears from the comments left on WWAY Bowen was a former boyfriend of Pulliam who she had filed a protective order against.

LEOSA dosen't specify how much arrest power satisfies that condition. It only states statutory powers of arrest, which in fact we do under NC law, even though it is only in the apprehension of an escaped felon. So therefore, we fall under LEOSA.

Ebay.com, has great deals on Home Security Cameras and surveillance related equipment. Also, Zauberberg K9 Academy - German Shepherd, Rottweiler, Schutzhund, K9, Adult Dogs for Sale and Puppies Dog Training in Arizona has a good amount of well trained dogs... I think it is completely ridiculous, that someone is going to litter on your property and vandalize your vehicles, because of your employment. When and if they do get caught, I'd hope they went to the darkest room in the correctional facility.

I agree, but before I will feel comfortable carrying under this law I want something to back me up. I don't wanna wind up being the test case for it.
