    ================================================== ========
    RESOLUTION NO. 5501(08)
    A Resolution Of The Council of the City of Lompoc County of Santa Barbara, State of California In the Matter of Supporting Personnel Safety at the Lompoc USP Complex
    WHEREAS, the Lompoc U.S. Federal Prison Complex (USP) is located in the City of Lompoc, and most of its employees reside in the Lompoc Valley; and
    WHEREAS, the USP Correctional Officers and other employees serve in a hazardous profession, protecting society from some of our most violent criminals; and
    WHEREAS, USP reports there were approximately 120 physical attacks nationwide on its employees this year, with one employee, Officer Jose Rivera, being killed this year in a stabbing at the complex in Atwater, California; and
    WHEREAS, a similar death occurred in the Lompoc Complex several years ago, when our neighbor, Scott Williams, was stabbed (a crime for which the murderer has not yet been brought to trial); and
    WHEREAS, there are now several personnel safety proposals being considered by USP, the Department of Justice, and the Congress to better protect Federal Correctional Officers; such as providing "stab-proof" vests; and
    WHEREAS, the employees, their families, friends and neighbors in the Lompoc Valley have a right to the peace and assurance that as much as possible is being done to provide them the safest of working conditions in the performance of their hazardous duty in serving the needs of our society.
    NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LOMPOC RESOLVES THAT, on behalf of its citizens, the City urges the Congress and the Administration to give full consideration to concerns about working conditions of Federal Correctional Officers; address increased safety by equipping officers with stab-proof vests and other personal protective equipment; and review minimum staffing standards.
    This Resolution is effective on and after the day of its adoption.

    There were many questions I wanted to ask, and comments to make. Time was limited. We had an Asst Director there, giving stats, the Congressman and the four of us from Friends and Family of Correctional Officers. Oh, and the Sheriff of the County. Soooooo.... we had to take turns. Just wish there had been more time.
