Washington, D.C. Dear All: FedCURE has supported legislation and the Union in all matters pertaining to safe working conditions for bureau employees while on duty in the institutions. FedCURE was one of the major support organizations behind the Second Chance Act (P.L. 110-199) . FedCURE champions legislation to establish a hybrid system of parole and good time allowances. They are now two separate bills. The so-called "parole" bill has a new name and is sitting in House Legislative Counsel's office and we are waiting for its return. FedCURE will post the new name when it gets back. The "Federal Inmate Work Incentive Relief Act of 2008" (FIWIRA) a good time bill, is back from House Legislative Counsel's office and is waiting for an advisory panel's review (FedCURE has already written and reviewed it). Both of these bills will be introduced sometime this summer at an appropriate time. FedCURE has been invited by the United States Sentencing Commission to attend its Symposium on Alternatives to Incarceration in Washington, DC., 14-15 July 2008, at the Hyatt Regency Washington on Capital Hill. We have asked to serve on three panels: Practical Approaches to Supervision , Alternative-Sentencing: Rehabilitative and Punitive Models and Evidence Based Research and Focus on Re-entry. The symposium is not open to the public and the heavy hitters are on the panels. In our view, one that we hope you would agree, there is only one alternative to incarceration; and that is to release non violent offenders on parole and or provide good time allowances for good conduct as incentive to gain an earlier release. The USSC Symposium on Alternatives to Incarceration is movement in this direction. We would like your support also. Best Regards: Mark A. Although I'm somewhat "Draconian" in my views on crime and punishment, I'd support this because it can be used as a good "management" tool.

![]() president Obama has been trying to find ways to cut economic prices in every way possible because all of the bailouts. i think by passing the secont chance act and the good times bill and retroactive the good time, he would not only cut cost but also help the young men and women in our prisons, he could do this by educating these people and not using education as a punishment. As it stands now if they get into trouble they are not allowed to attend the classes in the prisons and it only lengthens there stay which is costing the economy more money! It should be mandatory for these inmates to attend these classes as soon as they arrive. My son has been incarcerated for four years now and has not been offered a single class for his drug charge yet, not only the drug classes but there schooling G.E.D trade schools of there choice by doing this early intervention it makes them want to do better they say education makes everyone want to better themselves so why aren't we taking the steps to educate instead of incarcerate, and by keeping them incarcerated they are subject to just as many drugs if not more so were not educating them and were are surrounding them with more drugs how are they suppose to better themselves? also the point systems in the prison the younger the offender the more the points shouldn't it be the more violent the higher the points and the older because they should know better. because state jails and federal penitentiaries are nothing but a college for criminals.because my son got in trouble and spent four months in a state jail and met the drug dealers that he got involved with in state jail he was released from state jail march the 9th for evading arrest because of alcohol and a minor in the truck and on april 24th a little over a month later he was going to federal prison for ten years at the age of 21! These long sentences for our young men and women causes them to be institutionalized and what does it do to there mental state? whats the percentage of prisoners that have chemical imbalances and abuse backgrounds and wouldn't it be cheaper to put non violent offenders in extreme physiological counciling during there incarceration or even put them in the military? |

The second cance act was signed into law by President BUSH......Just so you know.
And after 14 years working in County, State, Private, and Federal jails and prisons.....All of them have offered education and vocational programs of some type. You can lead a horse to water.............. Oh. Back on topic. I'm also for Federal Parole and increased good/work time.
