A lot of Officers across the nation might not know it, but down here in Puerto Rico, we are covered by LEOSA. We have no problems here. I have traveled to many states including the U.S. Virgin Islands ( that means flying to and from ) without any problems. Now, no gun shop in P.R. will sell you a single bullet without a permit. It takes about two weeks for us (BOP) to get a full CCWP. The BOP and the State Police have a memo of understanding (MOU) and that makes the paperwork easier and faster. We do have gunlockers at the institution too, but in order for you to get a key you need to get the CCWP and then you get key for the GL. As far as Officers flying down to the island armed, just like anywhere else carry your credentials and always act professional.

When did Captain Barrat leave? When he was at USP Lompoc as a LT he was pretty impressive. In California the BOP has not had any problems at all with off duty carry.

Hey whats up. Barrat left like four years ago. He's in USP Coleman. He'll be here next week for program review. Did you know Difrancisco I worked with him in Brooklyn, NY a few years back.

for what I heard. Back when they opened the Inst. the majority of the staff were ex cops. So they all used to have weapons. plus the union worked real hard with that matter.

I guess I should finish reading your post before I ask a question that's already been answered, eh?
Back in the early '90s I heard about a Guaynabo BOP lieutenant who was ambushed by a gang of thugs in the parking lot of a convenience store near the institution. Apparently, they had a regular gunbattle there in the parking lot but no one was hit and the thugs all ran away. |

No disrespect to Gynabo but this should be available at all institutions . I do not understand how this is legal how can the Agency place the safety of staff in Puerto Rico above all other staff. And please do not give me that crap about violence we have that all over the nation.
