BOP is still playing fast and loose with CFRs, and trying to pretend that BOP policy constitutes law, even when it hasn't been codified into the CFR.

Example: PS 5510.12, effective 1/15/2008. (You should all know this one, since "electronic searches" start today.) This isn't a policy, because policies must be negotiated. This is just something labeled "program statement" with Harley's signature on it. The cited "Regulations" (28 CFR 511) aren't regulations at all, that I can find. The segments quoted don't appear in any published CFR that I can find. Just like the BS signs that have been posted at BOP facilities for years, warning that it's a felony to bring a firearm onto the "grounds", this document is a lie.

5510.12? Does that replace 5510.09 Searching & Detaining or Arresting Persons Other Than Inmates?

Is this the new version that requires each institution to dig through a certain number of staff vehicles each week or month?

It's whatever the post commander says it is.

USAF tends to be the most gun-phobic -- no guns, nowhere, no time, no way, no how.

Army posts vary widely. When my son was going through OSUT at Ft. Knox 3 years ago, I checked with their LEC, and the post rules state that licensed individuals don't have to disarm to come on post, but loaded firearms are not allowed in buildings. Others are almost as bad as AF bases.

That's good news. I've been wanting to return to lovely Ft. Knox for a visit.
