Re: Federal Bureau of Prisons & LEOSA

Wednesday, I couldn't help but notice that a former Leavenworth officer who is now an INS Detention & Deportation Officer, locked his gun in the back of his vehicle before entering the institution just like our FBI agent does when he visits.

The BOP would have tried to fire his ass when he worked at Leavenworth for such a henious violation of policy. Now they don't even say a word about it even though they have provided secure gunboxes for him to secure his weapon in when he visits.

I wish we were allowed to use those gunboxes or lock our guns in our vehicles like the annointed ones are.

But, I guess that the punks who run the BOP know best...

I have heard that there is a bill in the works that will allow BOP staff to secure their weapons in the weapons locker at their institution.

As usual, the Bureau, wearing its blinders, fails to notice weaknesses associated with any new bill or national requirement. There is no law stating you can carry "off duty" as long as your not "headed to work". They are requried by law to provide you a safe and secure area to store your firearms...period.

Rediculous anyway...even if there were not enough storage lockers, wood shelving couldnt be manufacturered for the one tower officer to take a weapon and a chit? Get real!

One (of many) thing I don't understand about BOP. Again here I go with common sense. I was at SORT sniper school and we had two guys in the class from Puerto Rico. They stated there are actually lock boxes on prison grounds in PR for their staffs personal weapons. Why is that not national policy? If it's good for one it should be good for all.

It's true. Been that way since at least 1994 as far as I know.

Does anybody know what's happened to HR 2325?

I'd really like to see this bill passed, and even called my Congress Critter.

Re: Federal Bureau of Prisons & LEOSA

Here's an indication of what the BOP thinks of LEOSA. In July/August of 2006 the BOP attempted to make it a crime to bring a firearm onto prison grounds except in certain circumstances. The FOP, CPL, and several individuals, including me, submitted public comments in opposition to it and the proposed rule was not adopted. Attached is the FOP's letter which was forwarded to me by an FOP representative.

Here's a taste of the content of the document:

Quote:
The primary purpose for the policy changes sought by the union representing BOP employees as well as the F.O.P., and, in fact the primary purpose of the LEOSA, is to ensure that officers, regardless of their duty status, can lawfully defend themselves and their families from vindictive criminals. In short, officers are concerned about their safety. Yet, disturbingly, when the BOP outlines its four reasons, it does not consider the impact of the proposed rule on officer safety. In fact, the BOP seems to regard the LEOSA, not as an officer safety issue, but a “greater risk” to the inmates, the institution, its staff and visitors.6 The F.O.P. vehemently rejects this characterization.

When did the inmates become more important than the staff?

I don't know when that happened, but I can say with certainty that it's been that way since 1992.
