It is amazing how many people "knew" the policy in PR before that memo was posted. I had many arguments with staff at other institutions who swore that the BOP authorized them to carry in PR, and the gun lockers were "automatic". Even when I told them I know people who work there, they still refused to believe me. I had always said you needed a permit and then you got the locker key. I still have friends who work there and I am glad knowing they are safe.

LEOSA doesn't exempt anyone from registration or purchase permit requirements. PR has total registration, with purchase permits required. Hawaii is the same, as is New York (Massachusetts, Maryland, New Jersey...) Thankfully, only a handful of jurisdictions require any kind of gun registration.

Because LEOSA doesn't override these laws, local supplements and institution supplements can include a requirement that any firearm brought onto the grounds be legally registered. If the Union Local signs off on that, of course -- in PR or Hawaii, there's no reason to fight it, because no one can legally show up at the institution with a gun that isn't registered. For mainland institutions, it's a different story. Someone can live in Pennsylvania (no registration) and work in New Jersey (registration required); same for Indiana and Chicago. In those cases, the Local should definitely fight any registration/documentation requirements.
