"Contract Specialist" for prison under construction?

Anyone have experience with (or knowledge about) the job of Contract Specialist at a new BOP facility? What it entails, what the real-world qualifications are, etc?

I'm looking to make exactly one move during my BOP career, and I sure wouldn't mind having my High-3 be as a GS-12. I imagine the job would end before I could retire (just over 5 years from now), but I'd happily bump back down to GL8 for a year or two.

I know you have to have experience purchasing for the government. Examples being use of government credit card/travel card, knowledge of purchasing using money from the trust fund, reconcilling purchases, knowledge of authorized sources for purchases, fedbiz, GSA, making large purchases like medical airlifts, equipment, accepting bids for building contracts, etc. Purchases over $5,000$. Funeral expenses for inmates and stillborn babies.
