New Uniforms

Hot off the press...

MEMORANDUM OF UNDERSTANDING BETWEEN
THE DEPARTMENT OF JUSTICE, FEDERAL BUREAU OF PRISONS
AND AMERICAN FEDERATION OF GOVERNMENT EMPLOYEES,
COUNCIL OF PRISON LOCALS, #33

The following reflects a mutual understanding regarding the decision by the agency to change the staff uniform for the Bureau of Prisons.

1. The agency has approved the change to the staff uniform as follows:

Dress uniform for high visibility/public contact posts (normally front lobby, visiting room, some escort trips) : white dress shirt, navy blue pants with no leg pockets; navy blazer; navy tie.

All other posts and departments (e.g. Food Services, Facilities, Mechanical Services) will wear a blue utility shirt, navy blue pants with leg pockets, and an optional approved (at the employee’s discretion) polo shirt.

Recreation staff will wear the new approved polo shirt and the approved navy shorts with the BOP logo on the left leg, or the long navy pants with pockets.

Nurses uniforms are not affected by this uniform change.

Current MOU’s and Local Supplemental Agreements regarding the uniform will remain in effect during the lifetime of the current Master Agreement. However, it is understood that the wearing of nickel grays, or any additional uniform items (except foul weather gear) previously agreed to at the local level will no longer be permitted.

2. It is understood that the agency will re-evaluate the uniform in two years from the date of this MOU. Any input from the union regarding the uniform will be taken into consideration by the agency. Should a decision be made to change the uniform, the union will be informed of that decision, and will be given the opportunity to void this MOU within thirty days of said decision.

3. A uniform committee submitted the proposed design to the agency for consideration. It is understood that by entering into this MOU, no elections have been made and no rights are being waived under 5 USC §7106 (b)(1).

4. The local warden will provide all correctional services staff with reasonable advance notice (when practicable) in those unique instances when the polo shirt will not be permitted. For purposes of this MOU, unique circumstances are defined as days in which there are special occasions/special visits above the Director’s level (e.g. Congresspersons, DOJ Officials, external dignitaries).

UNIFORM MOU 1 OF 2

5. The current uniform (the uniform utilized prior to the effective date of this agreement) will be an acceptable uniform until January 1, 2009. All staff who wear a uniform will be required to wear the new uniform no later than December 31, 2008.

6. The union agrees to open only the Human Resource Management Manual, Staff Uniforms, solely for the purpose of amending the policy to be in compliance with this uniform change. This MOU does not pertain to the uniform allowance issue.

Guess the Bureau is going Air Force? Course, now they will be wanting all navy blue uniform parts to match color wise...no faded pants. Not going to look good after a few washings...

Use cold water. There are some detergents on the market that will help keep the color intact as well. I have been doing it for years, unless there was something that just had to be done to get a stain out that only warm water would help address.

Do you BOP folks get a uniform allowance or do you have to pay for the new duds or are they issued by the department?

$400 a year allowance. Not nearly enough, considering we get charged for shipping and the lesser-than-good quality shirts don't last...

Re: New Uniforms

OPM authorized $500. It didn't mandate the increase. Like any policy change that impacts working conditions, the implementation has to be negotiated.

I've heard $800; but like the new uniform, it will take a decade to happen...
