BOP Master Agreement

Attached here is the contract between the Bureau of Prisons & the Council of Prison Locals. This is the point at which most issues should be addressed. Remember, this is a contract. The agency agreed to it in negotiations. No one forced it on the poor, poor powerless Bureau of Prisons. Remember that when you hear managers and supervisors complain about how unfair all of this union business is.

When is the new master agreement going to be in effect? I thought that when the union signed off on the staff searches, the bureau agreeded with all union issues ?

No. They probably agreed with all union issues concerning staff searches. But the Master Agreement is a different matter.

No, what they agreed to is that they wouldn't implement any search procedure until the new MA was ratified and signed. We see how well they honored that.

What was that Harley just said about some staff members' actions being inconsistent with our core principles?

Are you insinuating that a fish rots from the head down? That Harley would make promises that he can't or won't keep!

Does it really matter what the 2 sides agree on? I mean 1 side is not going to adhere to it. Since March 9, 1998, the date of the current Master, how many violations have you had at your institution/complex? To name a few...portal to portal? duty free lunch reliefs? Vacating posts? Mission Critical? Electronic Searches? Contingency Plans? Posted Picture File? And those are the major issues that I am sure that you have faced. Judging by the way Coleman runs things, I would say there have been at least 200 violations in the last 10 years. Big Pappa Pump is your hook-up, holla if ya hear me!
