New Proposed Master Agreement

It looks like the new proposed Master Agreement has been posted on the CPL website. It is at COUNCIL OF PRISON LOCALS 33. Just for any who are interested in reviewing it. I also know there will be alot who do not want to review it. They will simply come here and expect others to answer their questions for them. I guess thats why the Union Stewards get paid the big bucks.

Re: New Proposed Master Agreement

That's what's been signed off on at this point. I think it's important to see in the article regarding official time that somebody signed off on allowing management to determine how much official time is reasonable. Basically, everyone got screwed, the RVP's are all on 100% official time, and every local will have to beg management to grant it. This totally screws everyone requesting it, if management is allowed to determine what is reasonable, they'll give you 5 minutes to write a grievance and state that the Master Agreement allows them to do so. Not to mention it's in violation of 5 USC 7131, where it states that "both parties will agree as to what is reasonable".

Ah, but you have overlooked something very important: no agreement is valid if it is contrary to the law. Any time we get management to sign off on something we want, by agreeing to something that will be ruled invalid, we win.
