"No Confidence" BOP Director

I am trying to get a movement going with all BOP staff about our current CEO Harley Lappin. Due to the fact that he can't seem to get any policy right such as LEOSA, Electronic searches of staff and visitors, Master Agreement. We should organize a vote of no confidence like the FBI did with their old Director. If Bryan Lowry wants to do something positive for the CPL 33 he should start looking at organizing a vote of no confidance of the BOP Director and his immediate removal before we start having all out riot's Bureau wide. Lowry could start by simply showing the Directors resume which clearly states that Lappin has no real custody officer or law enforcement experience. I doubt he even knows how to apply a pair of handcuffs on an inmate. Lappin was hired as a Case Manager originally and then went from one cake job to the next his whole BOP career. It's no wonder every time he goes to create a new policy for this agency it's a disaster. He does'nt have a clue how policy will affect the day to day operations of a prison. No wonder moral is low. You can't lead the troops if you have never been a soldier yourself. We don't need anymore chairborne rangers in this agency. We need real leaders that have corrections and or law enforcement officer experience. Not another stuffed shirt from some office with expensive furniture and a plasma tv.

Not even. I am just a guy that has been in this business for over 20 yrs and has a great deal of admiration for his career and coworkers and just wants to see the job done right.

WASHINGTON — The 100 leaders of the nation's 11,000 U.S. Border Patrol's rank-and-file agents on Monday are releasing a no-confidence resolution against Chief David V. Aguilar for his failure to back up two agents now serving time for shooting a drug-smuggling illegal alien.

In a unanimous decision agreed to on Sunday, the top leadership of the National Border Patrol Council lambasted Aguilar for his silence on behalf of Ignacio Ramos, 37, and Jose Alonso Compean, 28. The two are serving 11 and 12 year prison sentences, respectively, as a result of testimony given by a a drug-smuggler who claimed his civil rights were violated when he was shot in the buttocks trying to run across the Mexico border after dropping 743 pounds of marijuana during their pursuit of him.

According to The Washington Times, which first reported the no-confidence vote, NBPC President T.J. Bonner said Aguilar's lack of support for field agents has caused attrition among the ranks, plummeting morale and a growing disconnect between field agents and leadership.

"Front-line Border Patrol agents who risk their lives protecting our borders have every reason to expect that the leadership of their own agency will support them," Bonner told the newspaper. "When this does not occur, and instead they are undermined by their so-called leaders, no one should be surprised when they express a loss of confidence in those managers."

Among other clauses, the resolution accuses the chief of "shamelessly promoting amnesty and a greatly expanded guest-worker program as key elements of the solution to the illegal immigration crisis" despite intense opposition from front-line agents "who risk their lives enforcing our nation's immigration laws." It also criticizes the agency's willingness "to cut corners in the hiring and training" of new agents.

Would such a vote actually change things? The above story broke in April and Chief Aguilar is still in charge. Things will not change until there is significant politcal pressure to do so. While such a vote would be a great symbolic gesture, I doubt it would have much effect on Director Lappin's tenure.

I don't hold any of the BOP politicos in high esteem. I have an idea what they have to do to get where they are. But I'll still take Harley over Kitty Hawk any day.

A vote of no-confidence would be a great way to mobilize the troops and firmly solidify and stake out the position of line staff, but it's doubtful that it will effect Harley as long as he continues to deliver the bottom line--which consists of piling the thugs higher and deeper without asking for more money.

One thing to keep in mind: The bureau is the only agency that has never had a political appointee as the CEO. Every other agency, CIA,FBI, Border Patrol, ICE, etc. have all had political appointees run their agency, whether they had any experience at all working in that field.
Every Director for the Bureau has come from the bureau. As of lately, not too sure if thats always a great idea either.
