Not enough Annual Leave Slots - Informal Resolution
I figured I would share with the rest of the world what we are doing at Atwater. This is our informal Resolution and a copy of the grievance.

Wow... only 17 of 193 earning 8 hours?
We see very few new hires who aren't veterans, so most start out earning 6 hours. More than half of Custody earns 8 hours, and at one point a year or two ago we had zero officers earning 4 hours (that might still be the case, but I haven't checked lately). About three years ago we realized we had fewer leave slots available than were required for everyone to schedule their leave. We negotiated for one extra slot for each PP, and two slots during annual training (which was previously blocked out for Custody).

I can not believe they would actually want this thing going to arbitration. I mean, they are so wrong on it, someone in LMR has got to be screaming at them to just give you the dang slots! I hope you kick their as$es for making you have to fight for what is yours under the law and the contract.

Oh, we'll take 'em to the cleaners on this one. It amazes me how much taxpayers money is wasted on catering to Executive "egos". These guys will take a sure-loser case all the way to appeal in order not give the Union what the Union is asking for until they absolutely have to. And they are willing to waste hundreds of thousands of dollars to do it.

The grievance looks good, GS8. By law, it's cut and dried. Arbitrators are always a gamble, but if you get one who follows the law, this is a slam dunk.

Make sure you stick with the law during arbitration. Any decision that is not consistent with the law can be excepted to the flra.
